National Crime Victim Service Awards (1990 & 1991)
Those honored at the ceremony were selected by the Office for Victims of Crime, a component of the Justice Department's Office of Justice Programs, from 200 nominations submitted by federal, justice and victim assistance officials, organizations, and individual citizens. "Howard and Connie embody the power of volunteerism, the power of the physically challenged, and the power of a just cause - the campaign to build an America where every victim of every crime is treated with the dignity and the compassion they deserve," President Bush said.
The late Frank Carrington (pictured left), then counsel to Security On Campus, Inc. was honored the following year. His involvement as a lawyer and volunteer spaned decades. Carrington was a member of the 1982 Presidential Task Force on Victims of Crime and in 1991 directed the Coalition of Victims' Attorneys & Consultants (COVAC), a clearinghouse of legal information on victim litigation that is supported by the National Victim Center. He also was instrumental in securing passage of the Federal Students' Right to Know and Campus Security Act of 1990, and has provided legal research and information through Security on Campus Inc. and the National Victim Center. "Far too often, for too many years, victims of crime became the forgotten people, subjected to continued victimization by the system itself. Then people like Virginia's Frank Carrington, rightly regarded as one of the founding fathers of the movement, stepped into the breach," said President Bush. "They fought back. They got involved. And they proved to America that one man or one woman can make a difference." |

Society of Professional Journalists First Amendment Award (1998)
SOC was recognized for its work to ensure greater access to records of crime on college and university campuses across the country. With the First Amendment Award, the Society of Professional Journalists recognizes individuals and organizations for strong and continuing efforts to preserve and strengthen freedom of the press and the First Amendment to the Constitution. |
