Clery Act Office Proposal

Since 1992 colleges and universities in the United States have had to publicly report information about crime on their campuses, but there have been serious problems with the implementation of this law known as the Jeanne Clery Act. Guidance concerning reporting standards has often been hard to obtain, and when violations are alleged it is difficult to secure investigation and corrective action if needed.

To help remedy these problems, Security On Campus, Inc. has proposed legislation that would establish an office within the U.S. Department of Education, the federal agency that has responsibility for enforcing the law, that would provide a central point for schools to obtain guidance and enforcement actions to be handled.

Connie & Howard Clery, co-founders of SOC, first proposed the creation of this office in a letter sent to U.S. Senator Arlen Specter (R-PA) dated October 5th, 2000. Draft language for the bill was proposed on April 23rd, 2001 and SOC is currently seeking a sponsor for the bill.
