June 21, 2001 The Honorable Howard "Buck" McKeon Re: Campus Security Regulations (34 CFR § 668.46) Dear Congressman McKeon: We have recently become aware of the "Fed. Up" initiative and are concerned that the higher education industry may attempt to take advantage of this regulatory review to gut the vitally important campus crime reporting rules found in the higher education regulations. These regulations implement the "Jeanne Clery Act" named in memory of our beloved daughter who was raped and murdered on campus in 1986. Students, and their parents, need campus security information to make informed decisions when selecting a school, and to avoid victimization once on campus. All of the regulations on the books now were carefully crafted to ensure that image conscious schools couldn't hide crime from their students. Any weakening of these regulations would jeopardize student safety and must not be allowed to happen. The Department of Education does need to do a better job informing schools about their obligations and investigating violations, but we don't believe any regulatory changes are needed.
