Campus Safety Bills Advance In U.S. Senate
The National Center for Campus Public Safety, which grew out of a recommendation from the National Summit on Campus Public Safety convened by the DOJ following the 9/11 attacks would have responsibility for training and research on campus public safety issues. The Center would also serve as a clearinghouse for best practices on a variety of security issues including emergency response and evacuation. This legislation follows unanimous passage by the full Senate last week of several campus security provisions included in the "Higher Education Amendments of 2007" (S. 1642). That bill would amend the Jeanne Clery Act to require timely alerts to college and university campus communities about any "immediate threat to the health or safety of students or staff, occurring on the campus." It also establishes a campus emergency response grant program, to be administered by the U.S. Department of Education, and mandates campus fire safety reporting. The U.S. House of Representatives may take up corresponding legislation this fall or early next year.
