Campus Safety Bills Advance In U.S. Senate

Washington, DC-Legislation formally establishing a National Center for Campus Public Safety and creating a federal campus security improvements grant program passed the U.S. Senate Judiciary Committee on Thursday. The "School Safety and Law Enforcement Improvement Act of 2007" sponsored by Judiciary Committee Chairman Senator Patrick Leahy (D-Vermont) would authorize the federal government to spend up to $50 million in each of the next two years on a competitive grant program to be administered by the U.S. Department of Justice (DOJ) and geared towards supporting emergency communication systems, security assessments, training, coordination and other campus security improvements.

The National Center for Campus Public Safety, which grew out of a recommendation from the National Summit on Campus Public Safety convened by the DOJ following the 9/11 attacks would have responsibility for training and research on campus public safety issues. The Center would also serve as a clearinghouse for best practices on a variety of security issues including emergency response and evacuation.

This legislation follows unanimous passage by the full Senate last week of several campus security provisions included in the "Higher Education Amendments of 2007" (S. 1642). That bill would amend the Jeanne Clery Act to require timely alerts to college and university campus communities about any "immediate threat to the health or safety of students or staff, occurring on the campus." It also establishes a campus emergency response grant program, to be administered by the U.S. Department of Education, and mandates campus fire safety reporting.

The U.S. House of Representatives may take up corresponding legislation this fall or early next year.
