Federal Higher Ed. Reform Bill Contains No Major Clery Act Changes
Congressional Committee To Consider Bill Tomorrow

CongressWashington, DC-A federal higher education reform bill introduced last week as part of a yearlong Congressional regulatory review contains no major amendments to the campus crime reporting requirements of the Jeanne Clery Act. The "Fed Up Higher Education Technical Amendments of 2002" bill (H.R. 4866) contains only a "clerical" amendment replacing the names of the U.S. House and Senate education committees with the term "authorizing committees" to eliminate possible confusion in the future if the names of those committees are ever changed.

Further amendments, however, may be offered to this bill at a "markup" session scheduled for Wednesday morning in the Committee on Education and the Workforce of the U.S. House of Representatives. Howard K. Clery, III the Executive Director of Security On Campus, Inc. responding to the possibility of further amendments today sent a letter to the committee expressing no objection to the "clerical" amendment, but asking that no substantive Clery Act amendments be added to the bill.

"Concerns remain... that these important student safety provisions may be inadvertently weakened if there are any further changes made to them as a part of the 'Fed Up' initiative," wrote Clery. "Therefore we respectfully ask that the Education & The Workforce Committee not consider any further amendments to the Clery Act during your markup of H.R. 4866 on Wednesday."

The "markup" session is scheduled to begin at 10:30 a.m. Eastern time Wednesday morning and may be viewed on the internet using Windows Media Player software. This software will run on both Windows and Macintosh computers. Instructions for viewing the meeting are available on the Committee's web site at http://edworkforce.house.gov/committee/webcast.htm.
