SOC Offers Proposed Higher Education Act Amendments

Washington, DC-Under changes to the Jeanne Clery Act proposed last week by Security On Campus, Inc. colleges and universities would have to disclose additional campus crime information from student disciplinary proceedings, statistics for several additional alcohol violation categories, and tell students how to file a complaint of non-compliance with the Act, but technical and trade schools would be exempted from statistical reporting requirements. The proposals, submitted to the U.S. Senate Committee on Health, Education, Labor, and Pensions as they begin the process to reauthorize the Higher Education Act (which includes the Clery Act), also recommend creating a Clery Act enforcement office, a proposal SOC has been working on for three years.

SOC also wants to pursue other improvements to the Act. "We would be happy to work with the Committee as it considers improvements to the definition of public property used in the campus security disclosures, and the geographic breakdown used for both general and hate crime statistics," said S. Daniel Carter, SOC Vice President, in a cover letter sent along with the proposals.

"We, however, do not believe that the definition of what constitutes a campus security authority warrants review," Carter added making it clear that a roll-back of this key provision will be hard fought. "The current definition ensures that all institutional officials with significant responsibility for campus and student activities must report crime for the statistics."
